Markas Besar OPM TPNPB Victoria Berjuang SECARA KONSISTEN atas dasar KEBENARAN Untuk MEMPERTAHANKAN Nilai Nilai Luhur Bangsa Papua atas Dasar aspirasi MURNI Bangsa Papua Untuk Merdeka Dan Berdaulat Penuh Dari PENGUASA kolonial NKRI Dan Kapitalis International.
PROKLAMASI 1 July 71 adalah Satu Satunya PROKLAMASI perjuangan bangsa Papua Yang BERHASIL secara KONSISTEN memiliki Eksistensi Dan legitimacy Melawan kolonial NKRI secara Militer, politik Dan Diplomacy Serta Hukum sejak 1960 hingga 2023.
Berdasarkan amanah Rakyat Papua Guna Merebut kedaulatan Bangsa Papua Yang dirampas oleh kolonial NKRI Melalui konspirasi KAPITALIS International Dan ANEKSASI KONSPIRASI pada 1 mei 1963 Melalui Komando Trikora, maka Secara Resmi KONSTITUSI 1 JULI 1971 melahirkan Tentara Pembebasan BERDASARKAN KONSTITUSI 1 JULI 1971 pada PASAL 105 pada 26 maret 1973 Yang disebut Dengan Tentara Pembebasan Nasional Papua Barat Yang Disingkat TPNPB.
Markas Besar OPM TPNPB Victoria adalah dapur Secara kristalisasi perjuangan bangsa Papua, Dan awal manifestation perlawanan Bangsa Papua secara terstruktur dibawah KESADARAN PERSATUAN Perjuangan Bangsa Papua Yang Dimana secara resmi Markas Besar OPM TPNPB Victoria membagi 9 Kodap diseluruh Tanah Papua pada 14 April 1973 Dan Masing Masing Wilayah diseluruh Tanah Papua Membawah KODAP Pertahanan Militer TPNPB OPM Yang Masih dipertahankan Hingga DETIK ini.
Kepemimpinan tertinggi Markas Besar OPM TPNPB Victoria Dapat dipilih secara DEMOKRASI berdasarkan kriteria resmi organisasi Dan Aturan OPM TPNPB pada buku KUNING sebagai anggaran dasar OPM TPNPB Yang tetap BERLAKU sejak kepemimpinan Pertama Dari Zet J Rumkorem Dan JH Prai, hingga Kepemimpinan Kesepuluh oleh Chr'Com of OPM TPNPB Jeffrey Bomanak.
